dc.description.abstract | Purpose: The objectives of this study were to (1) indicate the lack of youth recourses in the Brazos County community and (2) determine the feasibility and establish a plan for implementation of a Youth Service Bureau in this community as a means of diverting youth from the juvenile justice system. Methods: The procedures utilized in this study were (1) the collection of information concerning juvenile crime in Brazos County and analysis of nationwide statistics; (2) an analysis of youth resources in Brazos County and conclusions as to lack of resources; (3) review of literature concerning Youth Service Bureaus in general and correspondence with existing Bureaus, as well as personal visitations and interviews; (4) projection of population growth and increase in juvenile referrals; and (5) developing an organizational plan for the establishment of a Youth Service Bureau in Brazos County, such plan being based upon an examination of the county’s needs, resources, citizen and group willingness to participate and the basic principles and guidelines that have been established for Bureaus in general. Findings: 1. Too many children are referred to the juvenile justice system for non-criminal offenses (truancy, runaway, and others) because communities lack resources for handling such behavior problems. 2. In Brazos County, as on the national level, approximately one-third of all referrals to the juvenile justice system are for non-criminal offenses. 3. Services for youth in Brazos County are limited in that only minimal rehabilitative measures are available, and there is no one agency which can help children of all ages and with all types of problems. 4. The population of this county is increasing significantly which, based upon nationwide statistics, would tend to indicate a rise in referrals to the justice system. 5. Citizens of Brazos County have shown themselves to be concerned about the lack of resources for youth. 6. The Youth Service Bureau concept has been used effectively by other communities in its capacity as a counseling agency, central coordinator of all community services for youth, and through the provision of services which the community need, especially for the less seriously delinquent youth, in order to accomplish its goal of diverting children and youth from the juvenile justice system. The Bureau attempts to reduce home, school, and community pressures which result in anti-social behavior from youth before such behavior problems become severe enough to be referred to the juvenile justice system. 7. The existing resources for youth in Brazos County are too limited, but through the establishment of a Youth Service Bureau, a viable program will evolve which can meet the needs of the youth of this community and aid in diverting youth from the juvenile justice system. | |
