When law enforcement agencies remain stagnant, they run the risk of losing the ability to remain effective in an enforcement capacity. Efficiency suffers in an agency because of diminished capabilities in carrying out its mission, translating to fiscal losses for society in general. Most importantly, transparency inevitably suffers when agencies fail to adapt quickly to a changing technological world –leading to a negative perception and loss of trust in any community.
